The trick that these tax haven cities like Monaco, Swiss, Singapore, Hong Kong, etc. all use is that you have to do things like buy a home there, and most will force you to invest a large sum of money in their financial institutions in order to get the tax break to legally work thus the returns they collect off those investments is how these countries/citystates make their money. Its basically a government backed investment bank that you deposit your hard earned/stolen/inherited money into and they make money off the interest.
The thing is every country is making their own version of this so due to competition its going to get shitty for a lot of these existing cities/countries who make most their wealth via these means.

One of the neat things about K-151 is that it actually fits in a 20ft container, but I guess that's the same for the original HMMWV as well.
