You can 3D print as many shitty rifles as you want, if you cant mass produce primers and smokeless powder, the feds will control the ammo supply and target/monitor everyone that knows how to produce them, supposing they can smuggle the chemicals to make any.

Primers aren't all that bad to produce, you won't make money, but in a pinch can be made in a basic home machine shop. Non corrosive primers are probably a no go, but mercury fulminate based primers are easy. Bullets aren't too bad if you've got some basic machine shop equipment to make bullet moulds and copper jacket dies. Brass can even be handled at the basic level if you want to set up a progressive group of extruding dies. Smokeless powder is probably doable, but I've really struggled to find recipe's for DIY versions. Cordite would probably be the easiest, the British made it work for quite a while.
