Because RPGs require their users to expose themselves and they can barely hit anything beyond 500m. FPV drones literally are controlled remotely by drone operators from 5-10km away and they have the accuracy fly them into hatches of MBTs, on top of being able to provide ISR to the drone operator and their units. Some even have thermal cameras so they can hunt at night.
That's the main difference between them.
