How is supposed to be the retarded child now? Drones are a thing for the battlefield where the rifle hasn't been the primary killer for over 200 years. You can still murder petty officials of those of a different race in a civil war with a gun and get away with it at far less cost and with far less conspicuousness than a drone. Even paramilitary activates are risky, random murder and terrorism are more effective within the context given.
