Yea it all depends really and while the biochips do keep most of them as permanently loyal soldiers I'll say that clones were mainly stop being used because of the Kaminoans. They were the only group who could mass produce clones like that on such a level and after 66 they were really not a fan of palpatine. It all really came crashing down when they made those super anti clone troopers and rebelled so there goes that loyal army.
Also I believe Palpatine was just paranoid about them anyways. Im not sure how the chip worked and who could give orders to the clones but to keep an army who could all at the same time flip sides and open fire on the people they worked with for years is scary AF and with the Kaminoans in charge of making clones whos to say they wouldn't try to pull some secret BS and do another order 66 on the empire in the future.
