Even if in his heart of hearts he's getting a hard-on over the idea of dead Druze, it doesn't matter.
He didn't gain power through a military victory, he just so happened to be the head of the largest faction in the civil war and the first one to give pushing a shot once all of Assad's sponsors were otherwise preoccupied, only to discover that nobody is home despite the lights being on.
So now he's in a position where he needs to assert his authority and legitimacy (both at home and abroad) through diplomatic means lest he angers any of the many factions he relies on or the first-world he's trying to court.
A Druze massacre goes against this goal, even if he really, REALLY wanted to kill them all he can't afford to do it in his current position.
At the same time, he can't move against the perpetrators because the perpetrators ARE these security forces.
Jolani is no supreme leader, he is standing on a giant house of cards trying to carefully pour cement on it while praying to Allah that it dries before a light breeze comes by and topples him.
Whether he likes it or not his goal (at least for the foreseeable future) is peace, because without it he will never reach a position of genuine power and authority.
And yet, he is simply too weak to actually enforce such a peace, hence the praying.
