Unironically a ground based SAM with a range of 1000km would be a great asymetric counter to western air forces. Imagine if Iran had a TEL that could launch a 1000km SAM, that would have enabled them to take out Israeli tankers and AWACS despite not having a capable air force of fighting them in the air.
