Youd keep them at the border of an enemy nation so they cant easily Hunt for your own Radar SAMs that are longer range and give away their position due to radar waves.
And it would force them to either sacrifice a few planes, taking risk or using stand off weapons that cant bring the same payload as easily.
Your longer range sams could Intercept those missiles and even if they managed to destroy all the Radar sams that have longer range youd still have a way to atleast force your enemy to be much more cautious with their actions.
Theyd do a lot of shoot and scoot but only target High value Targets like Jets instead of simple missiles or drones.
