France and UK have functional diversified economies, and aren't mired in endless corruption. Corruption is top to bottom in Russia, since everyone steals and everyone isn't paid enough anyways, so they have to steal if they want any kind of comforts. Reports on the Mosvka said they lacked enough fire extinguishers (either the sailors were stealing them or officers pocketing the money to buy them). It's like layers of corruption most people can't even imagine.

So you come to something like Kuz, and it genuinely needs years and millions of dollars in repairs, it's just going to be a system to suck up state funds and get nothing done.

The fun part is that they were forced into realizing this after more than a decade of spending billions into refurbishing it (which included building of a new dry dock for it, after it sank their largest floating dock). Their retarded war against Ukraine literally pulled out all the resources from anything else.
