We've all heard of the 800B€ budget for Europe's defense. Let's make a "what if" scenario.
Strategically speaking, they need to guard themselves from a series of threats:
1. The Med has only two entrances/exits (Gibraltar and Suez). Both are, and have historically been, difficult places to keep open. Failing to secure these two passages will effectively determine Italy's defeat. The only passage that allows vessels to stealthly/safely transit (e.g., submarines) it, it's Gibraltar (Suez is a canal - you got a nice bunch of ships going in a straight line). You got Morocco and the UK on both sides of the strait.

>Marines to secure lands
>ASW and ASuW
>Nuclear attack subs
2. Economic warfare from both enemies and allies. It's a classic move from Germany, France, and the UK to try to fuck Italy up with economics.
>Nuclear power at the level of France (70+% nuclear grid)
>Food independent
>Ability to resist sanctions
>Ability to source material from other countries
>Ability to produce what it needs
3. Middle Eastern and North African nations. The majority of these are within shooting range of Italy's land, so the ability to fuck these countries up in a prolonger manner is crucial (IMHO).
