Crossbows most definitely require a licence in QLD, they are 'Category M' weapons in the legislation. They require a safety course to be completed and a licence for that category.

The cops should do an identikit though, assuming she saw him at all.
Then talk to the neighbours and your neighbourhood watch, pass around the identikit and look for witnesses and anything they know about previous cases in the area.
Someone might have a camera, it's not uncommon. Footage would change everything.
