The only other unit that makes sense is nautical miles which are about 1.8 times longer an one km.
This would mean that
PL-12 – 50nm – 90km
PL-15 – 190nm – 324km
PL-16 – 275nm – 495km
whether you want to trust these numbers is up to you. I think they are unrealistic as the PL-16 range would come close the the ranges of high end NATO AEW&C radar.

Nautical miles are not too uncommon in use for ranges, especially as knots are nm per hour. This is usefull as 60nm = 1° of latitude at the equator, thus one earth circumfrence is about 21600mn. As I said, I don't trust these numbers. They are unlabeled arabic numbers on a chart and my chinese is not good enough to actually read what might be the correct unit. (It might as well be an intentional leak as another anon suggested, to sow discord on this bohemian beer brewing forum)

My (idiot's) read: Its the range of various munitions. The center would be the platform (aircraft), 180 would be "forward, and the colored lines being obvious. Its a tighter circle behind the platform due to being off-bore. What I don't see anywhere is the relative altitudes between the platform and target listed anywhere.
