This isn't a breach-and-kill kinda thing. If major trouble should appear, which is highly unlikely, they can just pull out and siege the apartment, maintaining their advantage and keeping open a non-lethal resolution to the incident. They control the entrance and have all the time and resources in the world. A presumed hostile does not. At best (worst) whomever would be inside has inferior weapons to them and no grenades, flash or otherwise.
Anyhow, he has his rifle roughly pointed in the right direction. At those distances it's easy to eyeball a decent hit even from the hip. Or crudely resting it tightly atop your shoulder. Their most likely encounter would be with just some unarmed stringbean junkie not smart or brave enough to do more than be frozen in place. Ventilating them is unnecessary, since you don't really need even both hands to make them submit.
Also, they've done preliminary investigation and observation before sending in the team. Actual police work, you know? They know who they're after, why, and have assessed likely scenarios instead of automatically expecting the worst.
On that note, Finnish cops managed to arrest the Kankaanpää terrorist cell without incident, despite the latter having automatic weapons and explosives. Though, to be fair, those guys were total brain-dead morons, an oblivious incompetent bunch caught with their pants down.
