Depends on the logistic train of the contenders and the terrain.
In the end of the day war is a competition, if your opposition are a bunch autistic tribals in the middle of nowhere and there isn't any other means on mobility, horses are perfectly okish

You can go as low as two soldiers sharing one mule like the french legion in algeria just to make marching easier by taking turn riding and walking.
Dragoons as bike infantry is a possibility for poorer countries. I could see countries like Russia making them a staple in their post Ukraine war military which is certainly going to be funny.
