A lot of apartment complexes are designed to channel blasts around central structures and the outer apartment blocks shield the inner ones.
They *all* have shelters or compatible structures in the design.

Even now, when you see a missile hit a building in Ukraine or Russia, only the elevator/stairwell pillar and attached apartments collapse, the rest of the building is untouched.

Compare with post-thaw China, when officials were no longer planning on nuclear war; apartment buildings collapse as a single structure.

I think it was less about ammo dumps and more about bomb shelters.
In most commie block complexes like this, the centre has an underground storage area that doubles as a shelter.
In Yugoslavia, they tended to be built up as artificial hills with playgrounds on top and shelters beneath.
In Ukraine, they're more likely to have kindergartens or schools with the shelters underneath.

They were built in the era of high-altitude recon and even early satellite recon, so concealment probably isn't the main priority.
