Depends what type of HEAT. Their lethality varies significantly.

But when you go into 125 or even better 150mm territory with HEAT ... ouch

(BTW Panzerfaust had 149mm warhead and on top that pyrophoric liner cone material (steel))

BTW most AT FPVs are armed with RPG-7 PG-7VM 85mm warheads. Just to analyze their kill capability against armor. Warhead itself is just weak.
Its not like Ukrainians have much choice availability and cost of PG-7VM 85mm warheads trumps everything else.
But equipping AT FPVs with 100-127-155mm HEAT charges would MASSIVELY increase their kill pottentila against armor.
