The newest tugboat of the Russian fleet sank in St. Petersburg on the eve of completion of construction

What is the purpose of the Russian navy in the 2020s anyway?

The Black Sea is compromised by the war in Ukraine. Syria is lost. Sudan won't build the naval base. So everything to the south is not feasible. There's nothing else is there?
The Baltic Sea is a NATO lake and Europe is finally pulling its finger out and spending some money on its military again after thirty years of mooching about.
I have no idea about their Pacific Fleet. What's the status of that these days? Are they teaming up with the Nork Navy?
Lastly, and I think this is the only area where they shine, their arctic fleet is probably still best in class globally. But the arctic is still very cold and will still be for the forseeable. And if Russian oil gets sanctioned again, that will slow down global warming so that's quite funny.

You don't just get better at it, it requires fundamentally designing the ships better and without the experience and knowledge you get easier to sink subs. But the actual "maintenance culture" relevant here is not merely taking out the rubbish, but spending time, effort, and lots of money on preventive maintenance such as checking on things for signs of wear, replacing worn out parts before they break down, and building stuff with plenty of safety margin

That kind of thing is very alien to poorer civilisations, which is fine for dealing with small everyday matters of little impact (who gives a shit about "preventive maintenance" for your lightbulb, leave it alone until it breaks) but is a big spanner in the works for things which have drastic consequences when they suddenly fail, such as your brake pads when you're tootling along at 140mph on the Autobahn
