the F-15 has a long and complicated development history but the underlying aiframe was a multirole from the start, like the F-4. isreal put GBU-15s on their F-15Bs and bombed Libya in the 80s, the thing was always capable of being a bomb truck the US just didn't use it that way. isreal still runs jdams on them.

f-15 was made by mcdonnell douglas, f-22 by locksneed. both sukhois are made by, well, sukhoi. so the latter is more likely than the former
