is there a word for when operational difficulties cause military leadership to engage in a spiraling expansion of war aims instead of the limitation of war aims?

it happened here in china and, to a much more limited degree, in indochina 20 years later

China would absorb Manchuria as soon as Japan relinquishes it, so those borders on that map wouldn't even exist. They'd then absorb Tibet, so that border is superfluous too.
