No and this is mostly a nothing burger the same as when people were saying it's 100% guaranteed that Japan would be buying TB-2s last year. This program has been known about for a long time and this isn't the first time it's been seen about. It's mostly just Japan testing out various UAVs to gather info for a potential future domestic program. If Japan is adopting any foreign MALE drone it's going to be the MQ-9B as the JCG is happy with their examples and there is a contract to implement the same MQ-9 control interface of the P-8A on P-1s.
