They are old styled, the effects are conditionally benefitical(no effect/back fire) and short lived that last mere minutes per shot before disappearing.
The natural eye adaptation of the night will also be ruined by bright light shining, plus nvg can have shut itself down to protect itself. Smoke can also be seen through by infra red. I think only big chunks of burning phosphorus works against IR.

You need white phosphorus smoke grenades/shells for that. It creates hot smoke, so it blinds infrared as well

They have been. The reason is they don't counter night vision like your retard hopes. Quite the contrary. They don't bother anyone with night vision, but they can ruin what dark adaption people without any night vision have. So in GWOT some Americans would drop flares on insurgent areas right before a night attack to add extra domination.

When both sides have thermals and NV there's not much point, although there are IR-only illum shells for it.
