I think american satellites have had the capability to detect Enemy jets by IR signature alone for a while.

Starshield exists. These are not regular Starlinks but Starlinks with military modified/added sensors for detecting all sorts of things. All sorts of tricks have been uncovered for satellites that can detect moving objects, on ground, sea, air, space with conventional sensors as well with bit of data analysis from ground computers.

I don't think satellites taking snapshots of other satellites is very viable, given the orbital speeds.
