Why not just upgraded our f22 fleet? We will never utilize air superiority, and even if we did, f18s and f35s would do it just fine.

Just upgrade our drone fleet to have a million of them cheaply manufactured to deliver cheap and effective ordinance. Like Obama and predator drones.

Because America's best advantage over every other military is our tech edge. Europe has far more manpower than we do, and China has more manpower and more industry. America cannot just be satisfied with upgrading old shit like the Europeans do or else we will lose to them.

We are. It's getting stealth IRST/EW pods, stealth drop tanks, a similar DAS sensor like the F-35 has, helmet mounted display and queuing system etc. We're in the middle of a multi billion dollar upgrade to the F-22s. But, that's about the limits to how much the F-22s can be upgraded. We need something that can be upgraded for decades to come, and be complete overmatch for any fighter any country will field in the next 40 years.

They are being upgraded. There are also dozens of drone programs running currently, from fpv type loitering munitions to full size drones meant to supplement current aircraft. Also a lot of interesting stuff coming out of Kratos, with runway independent amraam capable drones entering service and whatever thanatos, which appears very stealthy from renderings, ends up being entering a large scale testing campaign later this year after making its first flight late last year.
