That's a bit off the wall for PSA, but if they actually do have original H&R tooling from the 1960s and factory space to utilize it I would be genuinely impressed.
I suspect they are biting off more than they can chew though. Making an M14 clone that isn't total ass is very difficult.

Price is going to matter a lot. LRB are about 3k, Bula is about 2k and change. That doesn't leave PSA much room to undercut them without making a glorified M1A, which is ass.

There is a market for M14s, particularly for restrictive states. SAI has had a virtual monopoly on it for decades now, but with their dwindling quality and soaring prices, there's a market gap for a rifle that is either cheaper, better or both. Either bar is easy enough to clear, but both would be a challenge. I reckon PSA/H&R can do it, but it's a coin toss. The M14 is not an easy gun to manufacture properly.

It wouldn't be out of the realm of possibility to contract with Bula for the receivers and assemble everything else. The receiver is by far the trickiest part of the M14 to make, with correct and consistent assembly being the next major stumbling block.
I hope they have some M1/M14 long range match autists involved because they can tear apart any deficiency in design/manufacturing which is exactly what a project like this needs.
