Yes. More ethical than forcibly weaponizing humans though. One could argue that having humans fight voluntarily is the most ethical, but at least on the good guy side they are also basically forced by their bad guy enemies, so I don't consider the difference very big. So one could argue that weaponizing animals to preserve humans lives is in fact ethically good.

The presence of roaming cats depressed bird populations, not rodent populations, because birds and flying insects are actually the cats preferred prey in the wild. Cats pest control function only occurs if you have several cats shut in a building. So why do so many countries basically allow cats to roam as the default? They're an animal, they shit, they piss, they carry diseases. When the civilized world finally got tired of roaming dogs, roaming cats stayed, despite this being abysmal for feline welfare. Roaming cats are infinitely more likely to be abused by humans, eaten by dogs/wildlife, flattened by cars, sickened or injured fighting and fucking with other cats, etc.

Because intelligence agencies have been using cats for surveillance (and dispersing bioweapons) since the technology existed to do so, and ensuring that roaming cats are a social norm is the only thing that allows them to do this unhindered.
