We're basically already living in a world where war has devolved into Dune-style ritualized bullshit where countries intentionally hold back from using their best weapons and just send the poor to die in droves primarily for the domestic political effect of being at war rather than actually trying to win.

The last real war was WW2. The moment America decided to settle for a stalemate in Korea rather than using nukes, war as a proper concept was dead and we entered the realm of vaguely war-like bloodsport.
