The Soviets never got shipborne nuclear reactors to work correctly/safely to begin with. The designers knew that ships like the Kirov needed a backup in case its reactor quit and died

That was common in SVTOL designs save for the harrier, XV12, and much later the F-35 which still has some sort of propulsion stuck behind the cockpit
