well, yes and no. First of all, they're desert people, dust and sand and tents are their natural habitat to begin with.
the biggest problem for Israel is that hamas is an idea, and ideas are bulletproof (the carriers of the ideas aren't, but you can always just breed more of those). they're just playing War On Terror: the Remake, but in a smaller sandbox. And no matter how many hearts and brains you shoot, it won't make them like you any better.
second problem is they can't actually go and put the palis into rooms with wooden doors in front of the whole world
so the current """plan""" is to build a """humanitarian camp""" to concentrate the palestinians, conveniently located at the southern border, next to egypt and """encourage""" them to """voluntarily migrate""". I'm pretty sure the quotes are directly in the proposals. Except of course egypt smells a rat (and can't see any benefit for themselves) so won't play ball. Deporting them all to Madagascar was probably also proposed, but broke the Historic Irony Meter.
so yeah, palestinians are strangely winning (in a "long term, meta game" way). Eventually Israel is going to have to pull back, or just keep bleeding (mostly diplomatic status) in an endless occupation.
