Sloviansk is controlled by Ukraine to this day, and canal was damaged in the fighting - first in 2014, then in 2022 it became completely inoperational(either completely wrecked, or blocked off by Ukraine, dunno which one).
Water in available reservoirs downstream was used up during the years since the start of the war, emergency-built pipeline from Don is either defective or lacking in capacity(it didnt solve the issue, in short) and thats how it ended up like this.
