Yes. Since they all work based on the forced feeding, forced firing, forced ejection Gatling principle with cams they will work even if the hydraulic or electric motor doesnt power them.
That being said: Some of them are electrically fired - no firing pin. Means you rotate them manually they will work but not go bang - unfired rounds will be ejected then

Yes, I've watched testing of a M134D mounting by firing short bursts without electric power by wrapping a rope around the barrel-stack and pulling it to get a few rotations, but the clutch has to be engaged.
Normally, with 24v the motor-unit spins the barrels up to the desired rate then the F-D starts feeding the rounds into the mechanism, when the trigger switch goes off, the F-D stops feeding thwn the lazt few rounds in the cycle finish off firing and again the stack spins empty.

Nope, RDX is pretty inert pharmacologically so you can get it all over your hands working it to shape.
However because its pretty stable in the body, eating it trashes your liver and kidneys as it doesn't break down in digestion.

Probably the funniest one she's told me was about one of the factory's roof, it needed cleaning so they hired a company. The contractors turned up and looked at the roof and said no way, that's not safe we're not going up there.

Another one I vividly remember was in one of workshops they used an air gun for something, like putting in rivets I think, I'll have to ask what, and one of the workers thought it would be funny to stick it up the other guy's bum and set it off. Unfortunately these things apparently have an ungodly PSI when they come out and the blast of air went through two layers of clothing, up the guy's rectum and did internal injuries. The prankster was arrested and charged with assault, I'm not sure what happened beyond that.

Military readiness has always benefited from civilian experience because the civilian populace is where the military recruits from. England won a lot of battles with the French by mandating its civilians to practice with the bow, it historically also had a lot of experienced sailors to press-gang from coastal towns to crew its navy. If I'm not misinformed, Germany in the 19th century trained civilian hunters to be snipers because they had more familiarity with rifles.
The more familiar the civilian populace is with weapons and etc before being recruited, the easier they'll be to train and so the faster the military will be able to expand in the outbreak of war; An armed populace is like surge capacity for the military.

King Edward III once said: β€œIf you want to train a longbowman, start with his grandfather.” A person can be bought up to a pretty good standard with a gun in 6 months, the british army's been doing it for generations. On the ship I'm pretty sure that the CIWS wouldn't fire if rotated. It needed both high pressure air and electricity to operate, and it is an electrically primed system. I did see a ND with the M242 Bushmaster (we called it a mk38). Idiot gunner's mates tried to cycle rounds through the chamber for a maintenance check and it ripped off a few DU and a few HE rounds directly over the freighter we were escorting. The tech pub explicitly tells you not to do this but I'm not sure any of those guys could read.

Bofors 40mm is basically 40x310, so a good bit bigger and likely also a lot perkier than 37x219 (a Bofors 40mm L70 is certainly loud as all hell), with all that entails regarding weight, bulk, ammo capacity and recoil.

The bigger the turret ring, the more difficult it is to manufacture, which is why older ships have a lot of 2 gun turrets, but for a given total count of guns, fewer turrets with more guns per turret are more weight efficient for a given level of protection, so the trend was for 3 and then 4 gun turrets.
