If you take nukes off the table (because China and Russia are in play) and used a realistic (lol) scenario like say, the global south AKA juntas & dictatorships, they could zerg rush the USA and while taking horrific casualties, probably make land and then even Chink conscripts are probably going to have an edge on good 'ol boys behind every blade of grass, if only because PLA and Norks provide more training than a mobik gets and good 'ol boys haven't shot at anything that shoots back before.

If the USA has some vundervaffen, say loitering tethered sea bed mines off every possible beach-head that are super classified, or orbital death rays that fry every landing craft beyond swimming distance of shore, then yeah, they possibly survive.
I think the USA can probably fight off the collective regime airforces eventually, only the numbers give them trouble, not the technology.

It would take a week to gain air supremacy, the numbers alone mean that they have to attrit the opfor air forces, not just destroy them outright.
That week would buy time for mobilising the NG and bringing back a bunch of troops from foreign economic colonies, then they come up to speed. It would take a couple of weeks before things really start to hum and them surviving that long depends on halting landing forces with something other than the flybois because they haven't yet secured air superiority, let alone air dominance.

Note that we're only splitting hairs about how long it takes.

It's going to be work to get that against China. You'll get there but it takes time because China has a fucking huge airforce and stealth is a matter of range and there's only so many enemy fighters you can kill before they're in range of you and if you're notching after every launch then you're not stemming the flood and if you turn tail when you're dry of AIM-120/260s then you're no longer fighting.
Quantity matters in such a fight.

So numbers > stealth, on the condition that you don't mind sacrificing pilots (even US would sacrifice pilots if that's how they had to win).
So air superiority against China would take a minute and with the rest of the dictorship-sphere along side, more than a minute.

The usa is so powerful in large part because by being world police nobody else needed a large military to defend themselves or protect trade and shipping.
They could just give their civilians higher qualities of life and let the usa foot the defense budget.
As soon as that scenario changed the world would start building militaries much larger and similarly advanced to the usa.

Gangs often composed of people that live their entire lives around the block they started on, are nothing compared to paramilitary forces or any military force, and kill less people all combined than governments do in a single peer conflict, are ultimately minor on the grand scale even if it doesn't seem like it if you live around them.
