>have NCO and officer billets open to Ukrainians (foreign Waffen-SS men usually had to serve exclusively as enlisted men and were prohibited from becoming officers, specifically to keep them from being able to exercise authority over a German)

>receive the same pay and benefits at regular German soldiers

and the Germans basically had to to agree to all of them. So even when they were Nazi collaborators, the Ukrainians had a bit of an independence streak to them.
