Well that's new. I'm guessing this might have helped them save on size and weight, especially on height of the bore axis. Compact/subcompact handgun manufacturers might want to take note.

This is true. His and Kel-Tec's designs are generally built around legitimate use cases that are at least theoretically sound, or are made to test the viability of novel technologies and manufacturing techniques. The single Kel-Tec gun that I can't really understand the purpose of is the P50, and even still, the ST-50 FCG shows that there's some merit to the design.

If you don't carry a spare mag, this is basically as good as a normal magazine. Better in fact, since it can't have seating issues. And 20 rounds is enough for most self defence applications, so why not.

It isn't for state compliance. It still has a 20-round magazine, it's just non-removable.
Not having to deal with thick and heavy pistol mags let them make it way lighter and more compact. It's almost half an inch thinner than a Glock 19 (0.937 in) despite having a double stack magazine.

More than 99.8% of them, for sure. I'm not sure if they managed to fix the reliability issues though, it wasn't a stellar showing at SHOT Show, clickbaiting aside.
