Packing the case full of powder seems like a good idea actually.
As long as the powder is designed to work with that load, for example if it's too much by adding inert comppressible filler etc.

Not exactly efficient but the only thing that really bothers me here is the pinkness of that apparently brand new brass. Giving it a tumble isn't fixing the problem, they're all pink on the inside so to speak.
