Except Hood was actually a good division commander until he was wounded at Gettysburg and Chickamunga, after which point he was promoted beyond his abilities while also suffering serious physical decline. Bragg was similarly a decent organizer and strategist who was brought down by his personal flaws.
The last Russian generals who seemed to have had even a modicum of the potential of Hood and Bragg were Soviet-inherited ones like Rokhlin who were purged (usually lethally) by the turn of the century.
