Because oil and gas isn't a resource that you collect and shove into a turbine and produce electricity. It requires processing and converting into useful (and stable) fuel sources. Which Russia does NOT have access to. The places where it DID do this were European run and maintained. They obviously are not now. In order to turn crude oil you dig out the ground (key word here, crude) you gotta process it. If your refineries keep getting hit and have limited staff and maintenance, you cannot produce at levels you need. There is a reason Russia sells oil barrels to China and India en masse and let them convert it.

In winter 2023, Putin banned the export of oil to China and India to build up stockpiles for the winter. Winter came and they ran out, so huge parts of the country froze. Instead of him being blamed for the country freezing, his minions blamed local governors who were practically lynched. He got lucky in 2024 the winter wasn't so harsh and he again collected supplies before reselling.

Gas literally is, I have worked on gas projects where gas turbine power plants are fuelled by the gas they extract. I actually got to do electrical maintenance on the gas turbines on Burrow Island as part of the Gorgon gas project.
