Layers of secrecy, multiple contractors making small batch runs for individual pieces, bespoke pieces, a team of skilled and security qualified engineers, developers, programmers. The management for it.
Testing, failing, testing, testing, failing, bugwork, testing. Certifications, quality control.
Etcetera and etcetera and etcetera.

Same reasons you couldn't start a competitive modern level chip production company if someone just handed you ten billion USD are the same reasons cutting edge unit development costs so much.

Why are you implying in a β€œreal war” the US will be forced to make tons of these? There are already enough F-35s to realistically handle the air forces of all countries outside of NATO+Pacific allies put together. We already bought these without going bankrupt. In a realistic war, i seriously doubt we’d even bump production numbers above their current speeds, we dont expect to lose many of these things.

American equipment is expensive by necessity. There's just a strict limit on total industrial output, so if you can only make about 2500 planes over the lifetime of the program (I'm being extremely optimistic), you better squeeze out every dollar for 1 - future R&D and 2 - pure effectiveness.
This obviously leads your fighter program down a spiral of becoming increasingly more expensive and less numerous, but that's what happens when you sell all your factories to CHYNA.
