So why is Indian weapon development so shit? You would think that they would pick and choose the best of both worlds and leverage their good relationships for IP transfer. Or that they would be able to reserve engineer both Russian and western weapon designs at their leisure. But instead of the best of both worlds, it's like they have the worse of both worlds instead, expensive and yet ineffective. You would think that they would at least be able to do better than China at least, considering that China doesn't have good relations with the West or Russia regarding arm sales and IP theft.

India doesn't have a 'good relationship' with the west. It has a post-colonial mindset and views the West as hostile, but understands that it isn't in an immediate position to do something about it so it placates them when it can. It's foreign policy can best be compared to pic related.
This is the entire reason why India buys Russian oil and military equipment. No amount of offering it a place at the table or various other goodies like the F-35 matter to India, because India hates the UK, Russia is the enemy of the UK, the US is a friend to the UK, US is an enemy of Russia. And India is caught in the middle and plays both sides until it is strong enough. That's its mindset.
