I just have to ask:

Is every branch of the MIC absolutely clogged with retarded nonsense contracts, endless bureaucracy and people unwilling to do more than the bare minimum?

It's infuriating to me, but on the other hand it makes a lot of sense since a lot of military people end up in the MIC.

Please give me hope that there's people out there actually wanting to make cool technology.

The government is absolutely horrible at literally every single thing it does. And companies with close government links are equally liable to the same inefficiency, complacency, waste/excessive cost, ect. All of them people who are concerned over their career more than they are with the entire actual point of their career.
Whether by governmental ruling or government contracts....the link between the two is guaranteed work produces bad workers and produces even worse material/services.

I've worked in the MIC before, though with a very small company. Honestly, I didn't see that much in the way of retarded nonsense (though here was obviously some). The bureaucracy was silly but it was really more a matter of either you "knew how it worked" (which is not the way it works on paper) or you don't. If you're in the latter category then yeah, you aren't getting paid. If you know how things work the bureaucracy isn't that bad. Now what I DID see a fuckload of was 'tribalism'. Basically, people that acquire a certain amount of power want to rule over their little fiefdom and will resist any attempt to improve. Hypothetical example: company invents a new shock absorber for an army truck. It's both cheaper and better than the existing ones. The guy currently in charge of shocks doesn't like this because it makes him look bad, so he'll do everything he can to sabotage any change and stick with the status quo.
