I came up with just that plan for redirecting refugees away from my area if there was a significant SHTF/WROL event, after I read an article about Walmart coordinating with FEMA. I printed out hundreds of them and put them away. They don't even have to look particularly legitimate, because in a situation where I would be using them, I figure everything that government does to mitigate a disaster will look rushed and half-assed.

You can do very well.
I can fill a large bowl with wild greens in about five minutes of walking around the yard. I've innoculated logs in the woods with mushrooms. You can put out ten set lines in a stream in the morning and be almost guaranteed to have something by afternoon. Walk out to the power lines and shoot doves off the static line. When you clean whatever you caught for the day, put the offal into live traps. You'll have something in the morning.
Even after the people hunt all the large game out of the area, you can still be doing very well with the small game and foraging.
