Gabriel V was selected back in 2018 as the RBS 15 mk.3 replacement, and back then it beat the competitors in performance as well as lifecycle cost and maintenance requirement. The other entrants have not been revealed to the public as far as I know.

The military top brass of Finland has historically always consisted of old religious men. Same effect can be seen in police force as well. You’re basically required to partake in these extra conservative and extremely religious communities to be able to rise to the top. The status quo will not risk anything in matters of such importance as national defense, so anybody with fresh and new ideas is shunned. Against this very religious background it is easy to see why Israel keeps winning all the arms deals, and why Finland keeps bending our own rules when it comes to Israel.
