Just quick glance on wikipedia tells me that about 400 million people live close to the ganges river. The river is already heavily polluted but millions rely on it anway and dont seem to care. If we assume that only 2% of the 400 million will die from the chemical and nerve agents released into the river in 48 hours that is still about 8 million people.

The more lead time you have the smaller the nudge needs to be. So if you want India gone in 50 years you can launch some ion thruster thingy on a starship, find a near-earth-asteroid and slowly nudge it towards an intercept trajectory.
If you want it sooner you'll need nukes to nudge it.
