Arab "culture" is antithetical to modern warfare. That is why they perform so poorly in all facets of conflict.
First and foremost, fifty generations of inbreeding have made them clinically retarded, with IQs ranging from the low 70s to the mid 80s. Their reflexes, eyesight, height, muscular mass and general health are also subpar, with an alarming quantity of birth defects, miscarriages and high infant mortality.
Second, they never industrialized and lack the plethora of various blue collar workers which make the backbone of a procurement chain that is self-sustaining. Their maintenance also suffers as a result of lacking the technical skills that come from having a semi-educated middle class of blue collar workers.
Third, loyalty is valued over competence. Arab societies are top down, caste based, patriarchal tribes, and I do mean tribes in every sense of the word. There is no notion of a national identity whatsoever. The lines on the map mean nothing, because Arab countries are, in every sense of the word, made up. Trust extends only to the next of kin and within the tribe, meaning that complex and most importantly, dependable command and control structures are impossible to implement.
Fourth, they are a face-saving society. All they do is highly choreographed and institutionalized to maintain their standing in their caste and tribe.
Fifth, they lack any form of personal initiative whatsoever. In the Arab world personal initiative is seen as dangerous and covetous behavior, free thinking is quashed and operational freedom is nonexistent. Moreover, because they are a face-saving society, when faced with a lack of direct orders, they'll opt to do nothing, because that's seen as more socially acceptable than to showcase personal initiative and risk upsetting the status quo or worse, failing and having to shoulder the blame.
All in all, the fact they can even conceptualize asymmetric warfare is nothing short of a miracle.
