First, the way the material world is - is Gods will. Is IS ought, God or Not. Sin is self punishing, virtue is self rewarding. This is baked into reality and God's instructions are simply here to guide us into noticing the obvious.
Now on to the way things are.
Dogs and cats were bred to, in simplified neurological terms, tug at heartstrings that are typically reserved for humans. They are a relatively uncommon sort of animal - an animal for which poor treatment strongly correlates with later abuses against mankind. People can blast 10 deer a year, shoot their own cows, and casually behead chickens, and nothing correlates with rape murder robbery and molestation like maltreatment of dogs and cats.
People who can not simply FEEL the difference between a dog/cat and a prey animal are highly likely to not FEEL that a person is... a person. They lack that instinct that forces them to be good.
A dog eater is ALWAYS going to be a dogshit human being. Every single dog eating slant i've had the displeasure of knowing has been a dogshit human being. Every dog eating culture is fucking garbage, full of empathy-void drones who would readily accept cannibalism and prefer killing the sick to saving them.
At the cost of the animals who must endure man's evil, god has blessed us with two species, just two, that are a litmus test for human quality.
Also, the mass slaughter of pigs in particular has detrimental effects on human pyschology. Maybe peter's vision was made the fuck up and we're not meant to eat them.
