I'm an FFL. I had to call my ATF guy this week about a customer and we were shooting the shit, I asked him what he thinks about forced reset and super safety stuff growing in popularity. He essentially said candidly that the ATF has an image problem at the moment, they're trying to stay mostly hands off at the moment but that at some point, they're going to have to make a ruling and it's not likely they'll be kept legal. It made sense, I mean I'm all for the NFA being revoked. But based on current laws, it was always only a matter of time. Obviously this is just coming from his personal opinion, but I got the impression that the ATF is going to move in that direction pretty soon.

The ATF does get to interpret the law however they want. What changed with Chevron is that courts are no longer required to defer to agencies' interpretations. This is a good thing if the ATF were to arrest you on charges of possessing an illegal machine gun, but it won't stop you from being arrested.

If they're putting it with every AR they make, FFF manufacturing would be inefficient (and possibly not very long lived), so it may be more economical to go to a job shop and machine it. You also have to account for man-hours in that and assembly.
