is war a solved problem? it's all encircle, pincers, manouver to hit weak sides versus hard front, defense till it enables you to go on the offense, counterattack after the enemy attacks, keep enemy off balance. pin down so he cannot manouver while you manouver. strike where you are not expected, do feints and hide your intentions.
seems applicable to anything ranging from classical warfare to modern warfare, same old same old.

Drones have changed a lot of the rules we have taken as gospel. Camouflage is now useless and only good for morale. Ground vehicles' height is now no longer relevant. Having thinner armor on vehicles' top is now suicidal. "Dumb" artillery is now smart due to drones giving instant and live shell fall report. Hiding inside buildings is now suicidal due to FPV drones can fly through windows and doors. Hiding men and vehicles behind trees, hills etc is now useless. Moving in large columns is now suicidal. Moving at night now gives no advantage than during the day. Battlefield intel is now 1 million times better and instant. Conversely, trying to keep any maneuvers secret is futile.

Winning is a settled science in theory, but the battlefield, and what it means to win, keeps changing. You can't just encircle your enemy's infantry, butcher them, rape all the women and toss the children down wells to win anymore. Defeating an enemy without totally annihilating their people and culture can mean you'll never truly win, because eternal resistance is now a real win-condition, rather than the natural state of seething defeat. Oil pipelines and microchip factories in foreign countries are suddenly more important than domestic granaries and administration centres. Every country can do just one or two fundamental things differently and your 100% proven tactic to win suddenly becomes totally untenable.

Military theory is mostly solved, the difficulty arrive when you try to put it into practice and have to find ways around the hundreds of thousands of unpredictable issues that will emerge. War will never be solved because of them, there is no "we have X, enemy does Y, we do Z" method to war since theories can't account for the situation on the ground right here right now. It's as if to say that randomness is solved by using statistics to assume what is statistically more likely to happen next.
