The ONLY plausible way a military would fail against zombies is if like 50% of the population suddenly turned because they were already infected walking dead style. I think the biggest appeal of viruses is that they narratively shorthand that there is nothing except zombies that are unique to the setting compared to real life. Less โ€œbaggageโ€. If a wizard makes a zombie curse, then you have zombies, but also wizards, and presumably other magic. If its an indian burial ground then now indians are magic and in a setting that lasts longer than an hour of media, indians being magic will have to be addressed. Magic zombies are fine for magic settings like warhammer, or short movies like classic zombie flicks, but for a long book/comic series or a 20 hour long video game, โ€œzombies without baggageโ€ is often preferred.

With the exceptions of the Flood from Halo and Headcrabs from Half-Life (where it's a parasitic foreign organism basically hijacking your CNS and using you as a meat puppet), zombies are almost universally fucking retarded as a concept. Any infection, parasite, fungus, or virus that fucks with your brain to the point where you cognitively regress into something more mindless than an ape or a Communist (I'm not entirely sure about the latter) will also invariably stop your ability to breathe or regulate your own heart rate. And before any of you fucking mention rabies, that's exactly my point. The aggressive stage of rabies (which isn't even that common in humans) lasts for maybe 3-5 days at the most before you fall into a irreversible coma and die when your lungs stop working.

Anyone that had some basic knowledge about military history knew it was dumb. The first wide spread personal protective equipment that was standardised in every single military during and after world war 1 was the helmet.

The battle of yonkers would have been won by just 1 155mm artillery gun firing as slow as 1 rounds per minute. and to lay it on a bit thickly, the use of military force is deemed justified because the virus might "spread" to other towns and cause a "domino effect"
