Because right wing politics in Chile have been subsumed by right-lite party politicking in a similar way to European countries and people are either unaware of how many people that agree with them there are or not really motivated to act because acting outside of the due process of the law is a left wing thing and they think stooping to their level would lose them more political capital than it would accomplish.
Up until VERY RECENTLY, any political rethoric harder right than American neocon or European Democrat style positions were sandbagged completely. People are very conservative but they've been effectively been made to think they are alone and on their own, makes organizing counter revolutionary action very hard.

The other issue is that when the Junta ended, the "democratic" goverment dismanted the state intelligence apparatus to the level of a 19th century country. Imagine of the US did away with the CIA, FBI, NSA, etc without anything to replace them with. At most we have the PDI with just does criminal investigations for the Attorney General, but the old DINA that removed commies is long dead, and many of its members rotting in jail.
