Israel has never stopped flying sorties over Iran. That now one of those sorties launched standoff munitions against Qatar from Iran gives Qatar basically zero time to react. Israel's precision strikes work so well because of precision and the fact that the enemy simply has not time to react. one moment they start a meeting, the next thing the room goes boom without warning. targeting meetings is their favorite thing to do. i've always thought this would be something they could only do with hamas in gaza and maybe hezbollah in lebanon since they never had radars and such to begin with. but then they did it in syria, iran and now qatar. although the targets all survived this time. which means there was something wrong within their usual intelligence picture because those strikes have a very low survival rate. one rumor going around is that they weren't in the meeting room but went to pray in another room within the same building. which shows you just how precise their intelligence has to be for everything to go smoothly. they could have taken down the entire building but thry didn't because they usually never have to.

It's probably also cheap as fuck since the f15s reach a speed of 3000km per hour so half the speed it needs it already has while normal missiles need a massive first stage.

Times of Israel reported that the idf and intel services were on the opposite sides on the hit the air force being told to do it by netanyahu while intel being against it due to having open talks with qatar.
