A ship with damaged or destroyed radar and ESM/ECM suites is going straight back to port immediately because it is essentially blind. Well that one is easy, because they don't see it as unification; they see it as being forced to sit next to the guy you hate essentially. It's not a true unity like England had where a bunch of kingdoms duked it out and one rose to the top.
